State Police Seek Help With Fatal Hit-and-Run in Shenandoah County

TOMS BROOK, Va – Virginia State Police continue to seek the public’s help with identifying a vehicle that struck a pedestrian last Saturday in Shenandoah County.

The hit-and-run crash occurred between the hours of 5 and 8 am on Interstate 81 at the 296-mile marker.

A pedestrian was in the roadway when he was struck by an unknown northbound vehicle. The hit-and-run vehicle did not stop at the scene and could possibly have front-end damage.

The pedestrian, 64-year-old James Carr Junior from Alton, New Hampshire, died at the scene. His remains were transported to the Office of the Chief Medical Examiner in Manassas for an examination and autopsy.

Through the course of the investigation, state police has confirmed that Carr was driving a tractor-trailer and had stopped earlier that same day (March 23) at a Pilot Travel Center in the 1000 block of Mt. Olive Road in Toms Brook, which is in Shenandoah County. He was last seen alive exiting the convenience store at the travel plaza at 4:20 a.m. Carr was wearing a black jacket, brown hat with white lettering, blue jeans, green shirt, and brown boots.

State police are asking anyone who may have seen him at the Pilot Travel Center to contact them.
